First, I love the picture. There is significant amounts of shading and lighting. The detail is spectacular, for the fact that it feels as though I could reach out and touch the plants and the dragon. You also really captured the effect of the fireworks illuminating the scene that is portrayed and that the city seems to light up the sky.
The only reason that I give the 4.5 stars, is because I always believe that there is room for improvement. I also, in no offense to you, find that the pink streaks in the sky from the fireworks, look rather opaque.

I want to mention, that my rating with stars is pretty.. unstable, so I'll focus more with the text.
This is another pretty piece from you, and I don't get where do you just pull background ideas. I always have to fight with them.
The background sure is pretty and you've used time to it, but the grass looks so plain when compared to everything else that it just destroys some feel of the picture. Though it's painful and time-taking, it'd be amazing to draw it strand by strand; There are plenty of good tutorials for that. I love how you drew that.. building Suppari is laying on. It doesn't look much of a dodge/smudge/blur mess anymore. That lantern is very pretty too! The buildings in the background look a little wrong, but eh, I can't really explain how, so. Also, were you watching fireworks last night? They looked a little more firey, and I think there are too much little spots everywhere.
Suppari here looks really pretty! The pose just looks a little uncomfortable, where's her left front leg? The back legs also look a little.. How are they there anyways? But she still looks pretty! That expression looks so full of joy.
